Biography of
Elio Balthazar
Elio Balthazar is the Founder, President, and Chief Executive Officer of Caribico, the global youth-led movement building the institution the Caribbean has historically lacked: an organized, disciplined, globally connected generation of leaders who treat the region as one civilization worth coordinated investment.
A French-American of Martinican heritage, Balthazar grew up between two worlds, the Caribbean and the diaspora, and spent his early years navigating the gap between the region's extraordinary human capacity and its underdeveloped institutional ceiling. That gap became the conviction at the center of his work. The Caribbean has never lacked talent, thinkers, statesmen, or ambition. What it has lacked is a single institution through which its dispersed youth can coordinate at scale. Caribico is his answer to that absence.
Balthazar founded Caribico in 2025 and built it into a structured, multi-country organization unified by a single operating model: a twelve-event annual calendar run identically by every chapter across the network, supported by a Fellowship of regional directors and a central office that coordinates programming, funding, and long-term institutional development. Under his leadership, the organization secured federal 501(c)(3) certification.
He brings to the organization the institutional discipline he has developed across his work in investment and enterprise.
Balthazar's long-term focus is a Caribbean capable of authoring its own future across policy, capital, and culture. He considers the building of that infrastructure the work of his life.

Caribico is a 501(c)(3) global youth movement building the next generation of Caribbean leaders. The organization operates through university and geographic chapters worldwide, all running a shared twelve-event annual calendar. Caribico chapters are active across the United States with expansion underway at Harvard, Sciences Po, and Oxford. The organization is founded and led by Elio-Jae Cody Thomas Balthazar.
